    Customer Profile: Nomura Research Institute

    Business Challenge:
    STAR 3 was a BackOffice system processes from order to settlement for securities companies. The first version of STAR was released in 1966. It was the key product of NRI. But the system was not very successful due to the sluggish securities industry.
    More than 20 different scale securities companies were using STAR 3 at 1995. But the system design is quite old, since it was done in the 1980s. After several performance enhancement and upgrading following regulation changes, the whole system became oversized, the maintenance cost kept increasing. Because the system was running on mainframes, the cost saving measures were not very effective.
    Although the system was good in quality, the customers were not satisfied due to the high cost.

    Solution:
    Newly developed system "the STAR", more concise.
    A continuous version of STAR 3 providing service to securities companies in ASP (Application Service Provider) mode.
    The system is separated into 36 "destination servers" to balance the functionalities and workload. And it is migrated from mainframes to open systems.


    Project profile:
    As for the development scale, the whole system could be translated into 40,000 function points or 8 million steps in Cobol. The application alone takes 7,500 man month.
    Chuwa Software was confirmed to be one of the offshore software development companies in July, 2001. In the end Chuwa Software did 56% of the work outsourced to China . "The STAR" became the largest outsourcing project in Japanese IT history.
